Contracting Opportunity: General Consultant Services for Rebuild’s Workforce Development Programs

This RFP solicits proposals for employer of record services to support the training experience of participants in Rebuild’s workforce development programs. The successful Applicant will be responsible for the following services: candidate screening processes; employment eligibility documentation; payroll administration (including deductions, taxes, direct deposits, and 1099s); workers’ compensation insurance coverage; and liability insurance for the work performed by program participants while in the program.

No applicant may be awarded a contract unless the applicant completes the application form provided on this website. The application form includes all disclosures (the names of subcontractors the applicant intends to use on the contract, the names of consultants used to assist in securing the contract, certain contributions made by the applicant and such consultants, certain requests made by City employees or officers and certain advice given by City employees) as required by Code Section 17-1402 (1) (b) of the Philadelphia Code. Applicants awarded a contract with the City of Philadelphia must comply with the continuing disclosure requirements of Code Section 17-1402 (1) (e) concerning such contributions made during and after the term of the contract.
